Ms Irene Ng Phek Hoong, declaring herself Patron of the Singapore Cycling Federation, proposes a Singapore Cycling Centre with an indoor velodrome. Mr Lawrence Wong replies that it will be studied seriously, though a site is difficult to find given land constraints.

Names a Velodrome among upcoming Kallang Alive facilities. Answer deferred to the Ministerial Statement of 1 August 2022.

Note: the question lists “Football Hub, Kallang Tennis Centre, Youth Hub and Velodrome” as separate facilities. This conflicts with press reports describing the velodrome as part of the Youth Hub. No planning document settles the relationship — do not assert it either way.

SportSG announced Kallang Alive on 6 August 2019. A velodrome and speed-climbing wall could be built as part of plans for a Youth Hub. The waterfront along Jalan Benaan Kapal to become a green community space; “Alive Gateway and Loop” walking and cycling path linking to the Park Connector Network. Part of Vision 2030’s 15 recommendations.

Singapore’s first velodrome: an outdoor facility in north-west Singapore, targeted for completion in early 2027, estimated at nearly S$3 million, led by SCF and funded partly through its own fundraising, under the Go for Gold campaign for the 2029 SEA Games.

SCF president Hing Siong Chen: the rider pool is hard to grow without a track in Singapore; riders travel to Johor and Nilai to train; parents prefer their children riding off-road and safe. SCF youth development pathway coach Calvin Sim: the velodrome creates a clear pathway from grassroots to elite and enables talent identification locally.

Outdoor track is asphalt or concrete on a shorter land lease; an indoor velodrome has a wooden track and controlled conditions where speeds run up to 20% faster.

SUPERSEDES the earlier framing of the velodrome as an unresolved twelve-year question. 

Sun, D. (2026, August 23). As bicycle accidents hit 4-year high, cyclists call for more mutual respect from peers, road users. The Straits Times.

772 accidents involving cyclists in 2025 (17 fatal); 620 in 2024; 581 in 2023. Police attribute over half to disorderly riding and failure to keep a proper lookout. Figures were released to the newspaper in response to queries — no underlying published report exists.
